I think royalties should be due songwriters/performers when their own (recorded) song is played--without exception--and when someone else's cover of a song they wrote is used commercially, such as to sell cars.  If their intellectual property is purposely being used to generate money, they deserve a cut. 
But what about Young Impressionable Band that just wants to pay homage to Bob Dylan with their adoring, personalized version of "Like a Rolling Stone"?  Does Dylan and his label really need a cut of that band's, say, $5 cover charge in return?  Should YIB, any more than the venue, have to pay money for something that's NOT being recorded and NOT being distributed?  Is the venue advertising the band strictly as a tribute band and strictly with the purpose of profit?  Did fans only come out to see YIB on the premise that the band would only cover Dylan songs, so it's a cheap alternative to seeing Dylan?   If the answer is no, I'm going to think the fines are unreasonable, no matter who is responsible for paying.

Last thought (because you're bored enough to have read this far through my drivel): I've often seen reprints of written words be permitted as long as the original published author/work is credited (although usually with some caveat like that someone isn't gaining financially from their sale/distribution).  Would the fines have been avoided if the band had prefaced songs with the original artists' name?  I'm curious if this is about "giving credit where credit is due" or simple corporate greed.</description>

		<description>It's not entirely true that Nobody watched Rosie's horrifying excuse for a variety show. I endured at least 8 minutes of it, with her monologue consisting entirely of "I'm a fat lesbian" jokes, an awkward duet performance with Liza Manelli, immediately followed by the uncontrollable hemmoraging of all the orifices on my head. 

For one, Rosie is much better appreciated as a fat, ugly, (not to mention earth-shatteringly stupid - have you SEEN &lt;a href="http://www.rosie.com/blog/" rel="nofollow"&gt;her blog&lt;/a&gt;??) lesbian when the insults are coming from someone else. I like her much more when she doesn't actually have to be experienced.

Second of all, while Liza was to-par fantastic on her own, once Rosie chimed in with her miserable excuse for a singing voice, it was all over. I didn't realize that Rosie negative energy was so powerful that she actually turned Liza's performance quality into the negative.

Needless to say, shortly into the program, I exorcised the Tele-Demon of Rosie with rapid-action channel changing. My entertainment system deserves a written apology for tolerating this mega-twat for the few minutes she was visiting my living room.</description>
