About 70% of Iraqis see the surge as a failure, believing it:

“has hampered conditions for political dialogue, reconstruction and economic development, according to the August 2007 findings.”

Do we weigh their opinions more or less heavily than those of an obstinate administration with a million different interests in asserting that the surge has worked?
